  1. SUBJECT: BILL COOPERS REASONS FOR GOING PUBLIC               FILE: UFO1855

  5. This file contains the;  (1) My reason for releasing this
  6. information to the public,  (2) My credentials,  (3) The
  7. validity of the information (% from sources, % from my own
  8. knowledge, % from research),  (4) The existance of one other
  9. person to whom I gave the information in 1972 in anticipation
  10. of one day needing to validate the information.
  11.  
  12. (1)  I have 2 reasons for releasing this information at this
  13. time.  (A)  When I first saw the information I was sure that
  14. the government would handle the situation and not allow the
  15. people to be abducted, injured, or just disappear.  My belief
  16. in the government has proven false.  Not only has it not been
  17. handled but the situation has deteriorated and the incidents
  18. have increased worldwide.  What has happened is against the
  19. Constitution of the United States of America which I have
  20. sworn to uphold and protect.  What is happening is against
  21. every law in every state.  What is happening violates the
  22. human rights of every citizen of the world.  It could happen
  23. to any member or members of my family or your family at any
  24. time.  I am a loyal american and have never divulged any of
  25. my countrys secrets and except for this one I never will.  I
  26. do not believe that revealing this secret is against the law
  27. as the secret itself violates every law that has ever been
  28. written.  Senator Barry Goldwater was the Chairman of the
  29. Senate Commitee which aproved funds for the CIA and has
  30. stated publicly that he has no knowledge of any of this.
  31. That means and it is a fact that the Congress is ignorant of
  32. what is going on.  In fact I believe that it is my duty to
  33. expose it as thoroughly and as quickly as possible.  I only
  34. regret that I have waited so long.  I waited because I
  35. believed so much in our system of government.  THE UNITED
  36. STATES GOVERNMENT HAS BETRAYED ALL OF US.  (B) In my efforts
  37. to get the information out it became obvious that soon the
  38. government would discover what I am doing and my life would
  39. be in danger.  I believe that my life is now in danger and
  40. the only way to protect myself is to go public with the
  41. information.  I realize that the information is hard to
  42. swallow and that many people will not believe it.  I also
  43. realize that I have exposed myself to ridicule.  So be it.
  44. If I am prosecuted or harmed in any way you all will know
  45. that the information is correct.  If I suddenly disappear you
  46. will all know that the information is correct.

  48. (2)  I am the son of an Air Force officer and was reared on
  49. Air Force bases all over the world.  My father was a pilot.
  50. As a child I repeatedly overheard pilots and airmen discuss
  51. strange stories involving UFO's, Foo Fighters, strange
  52. crashes of craft "not from here", and other subjects that
  53. were exciting to me at the time.  I graduated from High
  54. School in Japan and shortly there-after joined the Air Force.
  55. I finished basic at Lackland Air Force Base and was assigned
  56. to the Strategic Air Command.  I was an Aircraft and Missile
  57. Pneudraulic Technician.  During my training instructors would
  58. regale us with tales of lonely nights spent on flight lines,
  59. alert pads, and missile silos.  They told of strange alien
  60. craft that would come down and paralyse the men on station
  61. and then remove the warhead from the missile and disappear at
  62. fantastic speed.  I met a sargeant who told me that he was
  63. part of a team that transported such a large crashed disk
  64. that it could only be moved at night on back roads and fences
  65. and poles had to be torn down and replaced as the convoy
  66. passed.  I listened to all these stories and wondered what
  67. was going on but didn't really believe them.  I was
  68. discharged from the Air Force in 1965.  I was very
  69. adventurous at the time and joined the navy in December of
  70. 1965.  I volunteered for submarines and was assigned to the
  71. USS Tiru (SS-416) at Pear Harbor, Hawaii.  On a cruise to the
  72. Portland Seattle area, while on lookout a UFO the size of an
  73. Aircraft carrier rose up out of the water and disappeared
  74. into the clouds while we were on the surface and I was the
  75. Port lookout.  It descended back down into the water and rose
  76. back up into the clouds again several times.  It was
  77. witnessed by myself, The Starboard lookout, The Officer of
  78. the deck, The Captain, and the Chief Quartermaster who took
  79. pictures.  We were told not to discuss it with anyone ever.
  80. Upon docking at Pearl upon our return a man in plain clothes
  81. came aboard and talked to each of us with only the Captain
  82. present.  He identified himself as an Intelligence Officer
  83. (ONI) and asked me what I saw.  I began to tell him and he
  84. yelled at me to stop and then he again asked me what I saw.
  85. I told him that I had not seen anything and he smiled at me
  86. and told me I was a very good sailor.  He told me that was
  87. the right answer and dismissed me.  I soon grew tired of the
  88. cramped quarters of a Submarine and de-volunteered.  The rest
  89. of my history is as follows.

  115. Since leaving the navy I have worked at several companies
  116. engaged in work for the government or the intelligence
  117. community.  Some of this work involved training foreign
  118. military personnel.  I have also obtained a college degree in
  119. photography.  This is a field I have long been interested in.
  120.  
  121. I am not now connected with the government or the
  122. intelligence community except for friends that I have made
  123. over the years.  Most recently I have been involved in
  124. management of civilian training facilities.

  147. Currently   The institute where I am presently employed is
  148. known to 3 of you and I do not wish it to be disclosed as the
  149. release of this information could have adverse affects upon
  150. my employment.

  153. (3)  Approximatly 50% of this information comes from
  154. documents that I saw with my own eyes and I personnaly know
  155. it to be true and absolutely accurate.  I saw and read GRUDG/
  156. BLUE BOOK REPORT NO. 13.  I saw and read the MAJESTY document
  157. which contained the Aquarius information.  I was present at a
  158. briefing where much more information was discussed and some
  159. of it has become cloudy over the years but has come back to
  160. me when I saw information on that subject.  About 50% of the
  161. information comes from my sources who will remain un-named.
  162. About 60% of the information is backed up by research and
  163. information available to you all however the information is
  164. not generaly shared.  It is out there in various places and
  165. on various boards.  Due to the potential monetary value of
  166. the information I believe that it probably never will be
  167. shared.

  170. (4)  In 1972 I related this information to one other person
  171. for self protection and so that the information could be
  172. verified at some latter date should the government not handle
  173. the situation.  I gave him the information on the eve of my
  174. wedding.  The last person to person contact I had with him
  175. was in 1974.  The last contact of ANY kind was in 1976 or
  176. 1977 by phone.  I have not seen him, written to him, phoned
  177. him, or had any contact with him at all since that time.  I
  178. maintained this distance to prevent any accusation of
  179. collusion or hoax should it ever be neccessary to release the
  180. information.  I also did it for his protection so that he
  181. would not be involved if the government should decide to harm
  182. me before the information could be released.  I have him a
  183. copy of the information in the form of a copy of an original
  184. document.  I retained the other copy but mine was destroyed
  185. in a storage fire.  He can and will verify the information to
  186. the right person with the right code (which we agreed upon)
  187. to release it.  3 of you have his name, the last place he
  188. lived in 1976, and the code.  I will not contact him until
  189. the information is verified.  He can validate my intelligence
  190. background and the information.  He can state all of this
  191. truthfully and because of our seperation over the years will
  192. be able to pass any lie detector test to prove this is not a
  193. hoax.  I would also be able to pass the same test or any
  194. other test, sodium pentathol etc.

  196. I have also received a call from a man named Christopher who
  197. called from an area code in Maryland.  By his conversation
  198. with me on the phone I know that he has also seen the MAJESTY
  199. information and the AQUARIUS document.  I also know that he
  200. is a member of Compuserve.  That is all I know about him.  I
  201. left out a graphic on the reconstructed document that I
  202. posted in my MAJIC file and he questioned the ommission.  It
  203. is a minor detail that I did not think important but he
  204. spotted it.  The only way he could have known that the
  205. graphic was missing would be that he has seen it himself.
  206. The graphic was 2 lightning bolts which strike at the bottom
  207. of the finned rocket which is enclosed in the circle.  Since
  208. I could not put graphics in the document I only included a
  209. short description.

  211. I tested my father once by relating that I had seen
  212. information while in the navy that the Government had
  213. recovered UFO's which had crashed.  I did this to guage his
  214. reaction because I knew that at one time when I was very
  215. little he was the radar Officer at White Sands Proving
  216. Ground.  He gave me a very knowing look and advised me not to
  217. talk about it.  I have never discussed the matter with him
  218. since.

  220. COME FORWARD NOW IF YOU HAVE ANY INFORMATION AT ALL WHICH
  221. WILL SUBSTANTIATE THIS INFORMATION.  THIS MAY BE THE ONLY
  222. CHANCE TO EXPOSE THIS TERRIBLE SITUATION.  IF I FAIL YOU ALL
